Not ranked, the state's own pages disagree on the fee (1): New Jersey.

Periodic report cost per year, lowest first

The report fee divided by the number of years between reports: a fee paid every two years counts as half of it a year. Where an official page says no report is required, the report costs $0. A report fee of $0 is a fee the state's page states as zero, not a missing one. A $0 marked waived is a waiver the state has announced for a period, not a permanent free filing, and the note beside it says when it applies. In some states the report fee is also the state's annual tax on an LLC; the note beside the figure says so.

LLC annual tax and franchise tax by state

An annual, franchise or privilege tax or fee that the state charges an LLC separately from its report fee. Only a flat amount, which every LLC pays, is ranked. A minimum, an amount that only some LLCs pay, and a rule with no single amount are listed with the rule, and not ranked. A statement that one named tax does not apply is listed too: it is not a statement that the state has no LLC tax, and no state is counted here as tax-free.

How the rankings are made

The build script sorts the figures in the facts files. Nobody types a rank. Equal figures share a rank, and the next rank skips: two jurisdictions tied at 2 are followed by 4. The formation fee is the state's filing fee for a standard domestic LLC at standard speed, online where online and paper differ. It does not include a registered agent, a name reservation, expedited handling or the cost of publishing a notice where a state requires one. Rows marked + publication are those states. Nothing is computed from a note: where a page states an add-on or a paper fee, it is on the state page in words.

A ranking by one fee is a narrow thing. The state with the lowest filing fee can have a high annual tax, and a state with no annual report can have a tax set by a rule. Read the tables together, open the state pages for the sources, and compare states side by side. The full LLC cost by state table sorts on any column.

Fees change. The state's own page is the authority: open the source link beside a figure before you file or pay. This desk is a reading of public pages. It is not legal advice and it is not tax advice.
