Scope: a standard domestic LLC at standard processing speed, filed online where the online and paper fees differ. The figure shown is the one the cited page states; an add-on or a paper fee that the page also states is in the note under the figure, and nothing is computed from a note.
Pennsylvania LLC filing fee
$125 to file the Certificate of Organization
Note from the reading Form DSCB:15-8821, filed with a docketing statement (DSCB:15-134A). The fee table gives one fee and does not separate online from paper. Bureau fees are nonrefundable, for accepted and rejected filings alike.
“Domestic Limited Liability Company Fee Certificate of Organization $125”
Pennsylvania LLC annual report and due date
$7 to file the Annual Report, every year
Note from the reading Form DSCB:15-146. $0 for an LLC with a not-for-profit purpose. The annual report replaced the repealed decennial report. Administrative dissolution for failure to file begins with reports due in 2027. Restricted professional companies file a separate Certificate of Annual Registration (at least $500) and are outside this schema's scope.

“The fee for the new Annual Report is $7 for business corporations, limited liability companies (LLCs)”
Pennsylvania LLC annual tax or franchise tax
Does not apply Capital Stock/Foreign Franchise Tax (eliminated)
This is what the page read says about Capital Stock/Foreign Franchise Tax (eliminated), in its own words. It is a statement about that one tax. It is not a statement that Pennsylvania charges an LLC no tax of any kind.
“The Capital Stock/Foreign Franchise tax has been eliminated for tax years beginning January 1, 2016 and after.”
The tax that used to reach LLCs was eliminated for tax years beginning January 1, 2016 and after.
Note from the reading The Department of Revenue page says the capital stock and foreign franchise taxes were imposed on limited liability companies among others for tax years before 2016, and that single-member LLCs and multi-member LLCs taxed as a partnership or S corporation are not subject to the Corporate Net Income Tax afterwards. An LLC taxed as a C corporation remains subject to Corporate Net Income Tax, which is an income tax and outside this schema.
Publication requirement
Not required in the words of the page read
“No advertising is required when forming a domestic limited liability company.”

The researcher's notes
Written by the researcher who read the pages, unedited. Field names such as due_kind are the names in this site's data file.
The fee schedule's annual report rows read: 'Annual report submitted by a nonprofit corporation or a limited partnership or limited liability company with a not-for-profit purpose $0' and 'All other annual reports (for profit entities)' at the for-profit fee; the annual reports page states the $7 in a sentence, which is the quote used. The LLC deadline is given as a filing window in a table: 'Limited liability companies/domestic and foreign — January 1 – September 30'. No conflict between the pages read.
